BIDDEFORD, ME — Although the matter seemed settled earlier this month, a potential legal wrinkle caused the City Council to reconsider the medical marijuana issue. In action on Tuesday, the council approved allowing medical marijuana dispensaries in three zones in the city, and stand-alone growing facilities for the medicinal plant in two zones.
