Definition: A US Department of Justice memorandum and watershed event during the Obama presidency (August 29, 2013) announcing: Due to limited resources the US government would not enforce federal marijuana prohibition in states that ‘legalized…and implemented strong and effective regulatory and enforcement systems to control the cultivation, distribution, sale and possession of marijuana,’ except to prevent violence in cultivation and distribution, driving under the influence and commerce by gangs and cartels.
